Regional consumer authorities and the Ministry of Consumer Affairs
Each autonomous community enforces consumer law in its territory. Autocontrol issues advertising rulings, and competitors can sue under the unfair competition act.

Consumer-protection fines are set by the autonomous communities under article 49 of RDL 1/2007. Serious infringements run from EUR 10,001 to EUR 100,000 and very serious ones from EUR 100,001 to EUR 1,000,000 — but the ceiling is not absolute: the law lets the amount be exceeded to reach four to six times the illicit benefit for serious infringements, and six to eight times for very serious ones. A shop whose greenwashing produced a large gain can therefore face far more than EUR 1,000,000. Enforcement is regional, so the same claim can be treated differently in Catalonia and Andalusia.
